Besides the benefit of reduced insurance rates, CRS floodplain management activities enhance public safety, reduce damages to property and public infrastructure, avoid economic disruption and losses, reduce human suffering, and protect the environment.” Because the City participates in the CRS program, owners of property within the 100-Year Floodplain receive a 20% discount on their flood insurance. The City of Harrisburg participates in FEMA’s Community Rating System (CRS) program, which “recognizes and encourages community floodplain management activities that exceed the minimum National Flood Insurance Program (NFIP) standards.
